EXAMINING THE CONSTRUCTION PROCESSES OF SMART NEW CITIES THROUGH ACTOR-NETWORK THEORY


The examination of the growth of smart new cities is of great importance for more sustainable cities. Therefore, this study focuses on Aspern Seestadt, Vienna's newly established smart city with the highest quality of life in Europe, and the actors involved in its formation process. The study employs Actor-Network Theory (ANT) as its methodology, emphasizing the roles and interactions of both human and non-human actors in this process. Data was gathered through surveys. The findings of the study reveal that the key actors in the process are city planners, local administrators, architects, the planning system, smart city technologies, public transportation systems, and environmental regulations. Utilizing ANT, this study aims to guide the initial stages of smart new cities and contribute to the management of smart new city projects worldwide.
