PARLIAMENTARY ACTIVITIES OF ISMET OLGAC, ONE OF THE AMASYA MPS OF THE 9TH LEGISLATIVE TERM OF THE TURKISH GRAND NATIONAL ASSEMBLY (1950-1954)

This study will provide information about the parliamentary activities and contributions of İsmet Olgaç, one of the Amasya MPs of the 9th Term of the Turkish Grand National Assembly (1950-1954). It was found noteworthy that the mentioned MP took part in the Parliamentary Justice Commission and made contributions to the commission and parliamentary works during this period when Turkey adopted a multi-party system. For this reason, the parliamentary activities of the MP constituted the subject of our study. As it is known, general elections were held in Turkey on May 14, 1950, and because of the elections, the newly established Democrat Party (DP) came to power. The change of government led to the beginning of a new era in political life in Turkey. In the mentioned election, the DP won all 4 seats in Amasya. One of the elected MPs was İsmet Olgaç. İsmet Olgaç served as an MP in the Parliament for 3 terms until May 27, 1960. His first term as an MP, the 9th Term, was the period in which attention was paid to the establishment of new approaches and understandings in politics, and therefore the parliamentary work was quite intense. In this period when new legal regulations were needed to be made with the transition to a multi-party system in the context of governance, MP İsmet Olgaç was assigned to the Justice Commission and the Constitution and Internal Affairs Joint Commissions due to his knowledge, skills and especially his professional experience in the field of law. In this context, he made significant contributions to the discussion of issues brought to the commission, the making of decisions, the enactment of laws and the preparation of reports. Apart from the commission work, he made proposals for the amendment of some articles of the Amnesty and National Protection Law and submitted proposals regarding the duration of speeches to be made by Members of Parliament and Firearms Law.
