THE ROLE OF THE ELECTORAL SYSTEM AND LEGAL LEGISLATION IN THE LONG-TERM RULE OF PUTIN AND THE UNITED RUSSIA PARTY


The issue of which factors or dynamics play a role in both the emergence and the maintenance of the dominance of long-term political powers, which are called dominant party systems in the Political Science literature and are criticized mostly through the concepts of ‘electoral authoritarianism’ or ‘competitive authoritarianism’, continues to be debated. In short, this topic appears not yet to have been theorized or systematized also due to the concern of falling into a methodological vacuum. This study which aims to contribute to scientific research in this direction, focuses on whether the election system and the legal legislation governing elections have influenced the quarter-century-long rule of Putin in the Russian Federation as a technical factor. In this context in the study, I examined the electoral systems, electoral formulas and laws regulating elections in the Russian Federation in the historical process. In addition, I investigated whether Putin and United Russia party had made changes or new regulations in the legal legislation governing elections in their favor and against the opposition parties. The findings of the study show that Vladimir Putin and the United Russia government frequently make changes to the electoral system and the laws regulating elections, and these changes can be considered as an effective factor, although not a decisive one, in the continuation of power. Therefore, it demonstrates that in the political structure that emerged following the dissolution of the Soviet Union, and particularly during the Putin era, electoral systems and legal frameworks have functioned not merely as technical instruments determining mechanisms of representation, but as structural elements that delineate the boundaries of political competition and contribute to the institutionalization of power.
